The voices don’t attempt to speak syllables or phonemes, just words, so this is probably expected behavior. For cases like this you will generally need to “trick” Flite into the desired behavior, for instance by submitting the word “sst” or “ist” or possibly something like “stk” rather than “st”. Some experimentation might be needed.
